No More Petitions!

There are way too many petitions being made and ideas being put forward, the GP
has been working fine for a long time now without any of this stuff. It just 
creates arguments, politicises the GP and makes things less fun. It also 
takes ages to read all the petition-related mail on *gp.

If this petition is passed, the generic GP petition will be @recycled and GP 
will once again be a more fun place :)

I think it's fitting that a petition be used to end petitions :)
